When purchasing steel for overseas infrastructure, oil & gas and new energy projects, material standards and local access certifications are critical thresholds for customs clearance, site acceptance and smooth project delivery. Certification rules and standard systems vary widely across regions. Verifying compliance documents in advance can avoid cargo detention, return shipment and construction delays. 1. European Union

EU adopts EN standard system. Steel structures require mandatory CE certification (EN 1090); pressure pipes and stainless steel equipment need PED certification. Material test certificates must comply with EN 10204 (3.1 or 3.2). 3.2 certificates, verified by third-party labs, are mandatory for bridges and high-pressure chemical projects. Test reports issued by ILAC-accredited labs for mechanical performance and salt spray resistance are compulsory. For desalination and coastal projects, 316L & duplex steel need chloride corrosion test data; galvanized guardrails and pipes must provide zinc coating weight test records.

4. Southeast Asia

  • Malaysia: Dual mandatory certification SIRIM + CIDB based on MS national standards;
  • India: BIS registration is compulsory for stainless steel and seamless pipes;
  • Thailand & Vietnam: TISI and TCVN certifications required for rebar and structural coils with on-site sampling inspection.GB certificates are accepted in Southeast Asia, but must be translated into local official language with full heat batch records for full traceability.

5. General Procurement Checkpoints
